Nigeria’s infrastructure deficit is a major constraint to economic growth and social development. Despite increased public spending and private sector financing, infrastructure delivery still suffers. This report explores the persistent governance challenges that undermine service delivery, and the implications of weak transparency for development outcomes.

Drawing on a review of policy documents, institutional reports, case studies, media investigations, expert interviews, and a nationwide citizen survey, the report assesses the state of accountability across the infrastructure financing lifecycle. It also introduces the InfraMoni Transparency Index, a citizen perception-based ranking of states, while providing evidence-based recommendations for strengthening public financial management, procurement transparency, institutional oversight, and citizen participation to ensure infrastructure investments deliver greater value for Nigerians.
